The Shenhar Report 
A Landmark in the Struggle for Enhancing Pluralistic Jewish Education

The Shenhar Report, commissioned by the Ministry of Education and published in 1994, brought the lamentable state of Jewish education in state schools to the public’s attention. Emphasizing the need to bolster Jewish identity, the Shenhar Commission recommendations stressed the need for introducing Jewish studies programs that combine knowledge, culture, and values-oriented teaching, as well as family and community involvement. The report also called for the training of teachers for these programs.

The Ministry has set up a headquarters for implementing the report’s recommendations; however, it is severely under-funded and progress has been slow.
